安倍辞任を迫った３０日戦争法案反対デモの海外での報道

３０日の戦争法案反対デモも、BBCは動画を含んだニュースを報道してくれましたが、前回と重複した内容があったので、今日は、Bloomberg Businessからの記事を翻訳したいと思います。英語がわかると、世界中でどのようなニュースが報道されているのかが一目でわかるので、日本のニュースだけにとらわれて狭い価値観で物事を見ることがなくなります。自分で世界のニュースが理解できるようになるので、知識や見識が広まります。

　雨の東京で安倍の戦争法案に抗議する大規模な反対集会

日曜の東京に何千人もの人々（主催者側発表では12万人、警察発表では３万人）が集まりました。安倍晋三首相が押し進めようとしている中国との領土問題において自衛隊の力を増強させることに反対するためです。

小雨の中、抗議者たちは、「戦争法案反対！」や「戦争反対、法案廃案！」などと書かれたプラカードをもって国会議事堂の前に立ちました。川崎市からやってきた後藤よう子さん（７２歳）は、「今日の行動で潮目が変わってほしいです。」と語りました。

抗議者の一つのグループは、ソーシャル・メディアで３０万人の人に国会議事堂の外でデモを呼びかけました。安倍の与党連合が９月２７日までに日本の自衛隊が他国を守るために戦闘可能となる法案を可決しようとしているからです。警視庁の報道官は、抗議に集まった予測人数を発表する計画はないと語りました。共同ニュースは、約１２万人が集まったと報道しました。

国内の法案反対者は、安倍内閣の支持率を弱体化させました。最近のメディアの調査によると、不支持率が支持率を上回ったより多くの人々が語っています。株価の急落も安倍の経済政策に新たな疑問を投げかけました。それにもかかわらず、野党の分裂と適切な代替候補者がいないことで、来月の自民党総裁選挙で、安倍があと３年間与党自民党総裁の座を手に入れることはほぼ確実です。

第二次世界大戦後、米国によって起草され、６８年間変わらなかった平和憲法の下では、日本は戦争で戦う権利を放棄し、自衛隊は第二次大戦以降、戦闘で一人も人を殺しませんでした。安倍の法案は、彼の２０１４年の憲法の再解釈を実施しようとしています。その解釈の変更によって、日本がイラク戦争のような米国率いる戦争に巻き込まれたり、国をテロリストの攻撃の危険にさらす可能性が生まれることを抗議者たちは恐れているのです。

米国の支援

提案された法案は、米国からは歓迎されています。というのも、アジアの最も大きな同盟国である日本が、その地域で影響力を高めている中国との調和をとるのを助けるためです。領土問題や歴史の認識において、日本と対立している中国や韓国を除くアジアのその他の政府も支援的です。
衆議院ではすでに法案は可決しており、現在は、力の弱い参議院で審議されています。もし、参議院が６０日以内に議決に至らなかった場合は、衆議院が２/３以上の多数決で再度法案を可決、制定できる。

２０１１年福島事故後の大規模な一般市民による原発反対デモは、今月、日本の原子炉の再開を阻止するのに失敗した。安倍の祖父、岸信介は、元首相で、１９６０年に彼が日米安全保障条約に同意したことによって、それに反対する暴力的な抗議に直面したが、条約は、彼が辞任する前に承認を得た。

Thousands gathered in Tokyo on Sunday to oppose Prime Minister Shinzo Abe’s push to expand the powers of Japan’s military amid a territorial dispute with China.

Amid light rain protesters stood in front of the Diet building with placards reading “Reject the War Bill Now!” and “We’re Against War, Kill the Bill!” Yoko Goto, a retired 72-year-old who traveled from nearby Kawasaki City, said: “I hope today’s actions mark a sea change.”

One group of protesters had called on social media for 300,000 people to demonstrate outside parliament as Abe’s ruling coalition seeks to pass two bills by Sept. 27 that would allow Japan’s forces to fight to defend other countries. A Tokyo Metropolitan Police spokesman said there’s no plan to provide an estimate of the number of protesters at the rally. Around 120,000 people took part, the Kyodo News agency reported.

Domestic opposition to the legislation has undermined Abe’s voter support, with more people saying they disapprove than approve of his government in recent media surveys. A steep decline in stock prices has cast fresh doubt on the effectiveness of his economic policies. Nonetheless, a splintered opposition and a lack of alternative candidates means he is almost certain to be handed another three years as leader of the ruling Liberal Democratic Party in an internal leadership vote next month.

Under a pacifist constitution drafted by the U.S. after World War II and unchanged for 68 years, Japan renounced the right to wage war, and what it calls its Self-Defense Forces have not killed a single person in battle since then. Abe’s legislation puts into practice his 2014 reinterpretation of the constitution, a change opponents fear could allow Japan to become entangled in U.S.-led wars like those in Iraq and put the country in danger of terrorist attacks.
U.S. Support

The proposed bills have been welcomed by the U.S., which wants support from its biggest Asian ally to help balance China’s growing assertiveness in the region. Other governments in Asia are also largely supportive, apart from China and South Korea, which are at loggerheads with Japan over territorial disputes and interpretations of history.

Parliament’s lower house has already passed the bills, which are now being debated in the less powerful upper house. If the upper house fails to pass them within 60 days, the lower house can enact them by passing them a second time, with a two thirds majority.

Massive public demonstrations against nuclear power after the 2011 Fukushima disaster failed to deter Japan from re-starting a reactor this month. Abe’s grandfather Nobusuke Kishi, a former prime minister, faced violent protests against the security treaty he agreed with the U.S. in 1960, but the treaty was approved before he stepped down.

さて、心機一転した第一日は、マツコ・デラックスさんの話題です。

今、日本のテレビ業界は、国民のテレビ離れが深刻に進み、

視聴率が停滞中です。そんな中で、どんな番組でも、この人が出演すると、

たちまち視聴率が上がると言われているのが、マツコ・デラックスさんです。


私もマツコさんのどぎつい本音トークが大好きで、なぜか、彼女の話を聞いているだけで、

心が安らいできます。だから、落ち込んだときや鬱状態のときは、

マツコさんの番組を見ているだけで、癒されて、元気がでてくるのです。


そんなマツコさんですが、このところ、多忙すぎて、ストレスが溜まっているという記事を読みました。

すでに９本のレギュラーを抱えているマツコさん。１０月からはもう1本増えて１０本になるといいます。

これじゃあ、せっかく有名人になったのに、恋愛する時間もないですよね。


ところが、たまたま、視聴したYouTubeにマツコさんのセクハラについて告白する男性がいたのです。

なんでも、このマックス君という男性は、『５時に夢中』というマツコさんがレギュラー出演する番組で、

レギュラーの黒船特派員の代打として２回だけ登場したそうです。

マックス君のフェイスブックのタイムラインには、その２度の番組の動画がアップされており、

実際に『５時に夢中』に出演したことがわかります。


そして、問題の下の動画で、マックス君は、『５時に夢中』でマツコさんに会ったとき、

股間を触られたことを告白。２度目の番組が終わった後、もう一度触られたので、

「これは、セクハラだ。」と実際にマツコさんに訴えたそうです。マツコさんもそれは認めていて、

「そうよ。それはセクハラです。」と英語で冗談っぽくいったとか。


北米だったら、大変なことになりますが、ことが起こったのは日本なので、

マックス君も日本では、セクハラもうやむやにしたほうがいいでは？と考えているようです。

本人は、セクハラを受けたからといって、怒ったり、訴えようとしたりはないみたいですが、

売れっ子のマツコさんを訴えることになったら、きっとすごい金額のもみ消し金をもらえたかも

しれませんね（笑）。

マツコさんの恋の噂など、全然聞こえてこないので、どうなっているのかなと思っていたのですが、

なるほど、このように、気に入った共演者を片っ端から食っているのかもしれませんね。

YouTubeから学べる英会話

今は、英語を学ぶための教材がネットの中にあふれています。今日は、YouTubeにアップされたテレビ番組の１コマを紹介しましょう。

小さな女の子が産婦人科医のオフィスを訪ねて、産婦人科医に向かって赤ちゃんがどこから来るのか説明しているところです。この１コマを見ただけでは、この２人の関係がどういう関係なのかは、わかりません。産婦人科医は、女の子のお祖父さんかもしれませんし、ただの知り合いかもしれません。とにかく、とても可愛いエピソードですので、２人の会話の意味を考えながら見てみましょう。

Doctor: I deliver their babies.

Girl: Deliver?

Doctor: When the woman has the baby inside of her, then I go in and I take it out.

Girl: No you don't. Everybody knows that the stork brings the baby.

Doctor: Who told you that?

Girl: My daddy.

Doctor: Okay. Well, the stork puts the baby inside of the mother... and then I go in and I take it out.

Girl: Ah aah. The stork brings the baby to the hospital and drops it in the bassinet.

Doctor: So you say that the baby is not inside the mummy?

           Then why is it that the mother gets real big?

Girl: Because she eats a lot of food.

Doctor: Now let me get this straight. You say that the stork carries over, puts the baby in the bassinet, and the mother is real big because she eats a lot of food?

Girl: You got it.

Doctor: I see. Well, then why is it that the mother has to go to the hospital?

Girl: The stork brings the baby to the hospital, drops it in the bassinet. The mummy goes to the hospital and gets it.

Doctor: If the stork does all that, why doesn't the stork just bring it to the mummy's house?

Girl: Because it's too far. His wings will get tired.

Doctor: Where does the stork get the babies from?

Girl: Heaven.

Doctor: Okay. There is a zillion skillion babies in Heaven. How does the stork know what baby goes with what mother?

Girl: They are in a line. You know like you go to the baker and get a number.

Doctor: Why when I put my hand on the mother I can feel things moving all around?

Girl: That's not a baby.

Doctor: What is it?

Girl: Gas.

Doctor: Well thank you for explaining it to me.

Girl: You're welcome, but you still didn't tell me what you do.

最初の赤字の”Now let me get this straight.” の表現は、よくテレビで使われる慣用表現で、話が少し入り組んできたときに、整理したいときに使われます。「つまり、こういうこと？」とか、「じゃあ、ちょっと話を整理させてね。」などの意味です。そして、それが、会話相手が意味することと一致していたり、正しかったりした場合、” You got it.”とか、”Yes, you are right.”などの回答が得られます。

 | 生活と人生 「我々の旅は終わらない」　オバマ大統領就任演説全文 

バイデン副大統領、連邦最高裁長官、連邦議会議員の各位、高名なゲストの方々、そして市民の皆さん。

大統領の就任式に集うたびに、我々は合衆国憲法が持つ不朽の強さの証人となる。我々は米国の民主主義の約束を支持する。この国の結束を可能にしているのは、肌の色でも信仰でも名前の起源でもないということを思い起こす。


■一つの米国へ団結を

我々は、２世紀以上前に作られた独立宣言に明記された理念への忠誠によって、米国民という特別な存在になった。「我々は以下の真理を自明なものとみなす。すべての人間は生まれながらにして平等であり、生命、自由、そして幸福の追求という侵すべからざる権利を与えられている」

今日、我々はこれらの言葉の意味と現実をつなぐため、終わりのない旅を続けている。これらの真理は自明なものかもしれないが、決して自然に実現するものではないと歴史が教えているからだ。また、自由は神からの贈り物だが、地上にいる人間が守るべきものだと歴史が教えているからだ。

（独立宣言が採択された）1776年の愛国者たちは、王の圧政を少数の特権層や暴徒の支配に取って代わらせるために戦ったのではない。彼らは我々に共和国、つまり「人民の人民による人民のための政府」を与え、後世に建国の精神を守る務めを託した。そして200年以上にわたり、我々はそれを守ってきた。

自由と平等の理念の上に立つ連邦が、奴隷制と自由が入り交じる状況では成り立たないと、我々はムチや剣で流された血によって学んだ。我々は自らを刷新して、共に前進することを誓った。

我々は、迅速に移動したり商取引したりする近代経済には鉄道や高速道路が不可欠だと判断し、労働者の訓練には学校や大学が必要だと決めた。競争と公正な活動を保証する規則がある場合にのみ、自由な市場は繁栄しうると発見した。偉大な国は弱者を気遣い、最悪の危険や不幸から市民を守らなければならないと、我々は決意した。

我々は一貫して中央の権力への疑いを決して放棄せず、政府だけで社会の病巣を全て治癒できるといった虚構に屈しなかった。独創力と進取の気性をたたえること、勤勉さや個人の責任へのこだわりは、我々の変わらない国民性だ。

しかし、時代の変化とともに我々も変わらなければならないということも常に理解してきた。建国の精神への忠誠は、新たな挑戦への新たな対応を求めている。個人の自由を守るためには、最終的に集団行動が必要となる。米国民が今日の世界の要求に単独の力で応えられないのは、米兵がマスケット銃（旧式歩兵銃）や民兵組織でファシズムや共産主義の勢力と戦えなかったことと同じだ。

たった一人の人間では子どもたちの将来に欠かせない数学や科学の大勢の教師を訓練できないし、米国に新たな雇用や事業をもたらす道路やネットワーク、研究所もたった一人で築けない。我々は一つの国、一つの国民として、今まで以上に協力して取り組まねばならない。



■経済の復興が始まった

　現代の米国民は、幾つもの危機に見舞われてきたが、強い決意で回復する力を証明してきた。10年間にわたった戦争は終わりつつある。経済の復興が始まった。米国には限りない可能性がある。なぜなら、我々はボーダーレス化する世界が求める全ての資質、若さと活力、多様性と開放性、危機に対応する無限の力と改革する才能を備えているからだ。米国民の皆さん、我々は今この時のためにいる。我々が協力して取り組めば時機をつかめるだろう。

なぜなら、一握りの少数派しか豊かな生活を享受できず、かろうじて生活している人々がどんどん増える状況で、米国が成功することはありえないとわかっているからだ。米国の繁栄は、台頭する中間層の広い双肩にかかっていると信じる。全ての人が自立して仕事に誇りを見いだせる時、誠実な労働者の賃金が家族を苦難の瀬戸際から救う時、米国は繁栄できると我々は理解している。

極めて貧しい家庭に生まれた少女でも、米国民であれば他の誰とも同じく成功するチャンスがあると自覚できる時、神だけでなく我々も彼女が自由で平等であると感じられる時、我々は信念を守っていると言える。

使い古した制度は現代のニーズにそぐわないと、我々は知っている。だからこそ政府を再建するため、新たなアイデアと技術を活用すべきだ。税制を見直し、学校を改革し、市民が懸命に働き学んで、自らを向上させるのに必要な能力を身に付けられるようにしなければならない。

しかし、手段が変わっても、我々の目標は変わらない。それは全ての国民の努力と決意に報いる国をつくるという目標だ。それこそが時代の要請であり、我々の信念に真の意味を与えるものだ。

■厳しい選択を迫られている

我々は、全ての米国民が基本的な安全と尊厳を保つ権利を持つと信じる。医療費と財政赤字の規模を減らすため、厳しい選択をしなければならない。だが、この国を築き上げてきた（高齢者の）世代を大切にするか、未来を担う世代に投資するかという二者択一の考え方には反対する。

貧しい老後を強いられたり、障害を持つ子どもの親に行き場がなかったりした、過去の教訓を我々は忘れていない。この国において、自由は幸運な人々だけに限られたものではなく、幸福は少数の人々だけに保証されるものではないと信じる。どんなに責任感を持って生きていても、職を失い、突然病気にかかり、ひどい嵐で家が押し流されることは誰にでもありうると、我々は知っている。

メディケア（高齢者向け医療保険）やメディケイド（低所得層向け医療保険）、社会保障制度によって互いに支え合う仕組みは、我々の自発性を弱めるものではなく、我々を強化するものだ。これらの制度は「ただ乗り」する者を許すものではなく、国を繁栄させるためのリスクを自由に取れるようにするための仕組みだ。

自らのためだけでなく子孫のために、米国民としての責務を果たすべきだ。我々は気候変動という脅威に対応していく。それに失敗すれば、子どもや未来の世代を裏切ることになると知っているからだ。科学が示す揺るぎない証拠を拒む者がいるかもしれないが、荒れ狂う森林火災や深刻な干ばつ、脅威を増す嵐による壊滅的な衝撃は、誰も避けられない。

持続可能なエネルギー源（の確保）への道のりは長く、時には困難をもたらすだろう。しかし、米国はこの変遷に逆らうことはできない。我々が導かなければならない。新たな雇用や産業を生み出す技術で他の国々には負けられない。それを主張すべきだ。それによって米経済の持続力や、米国の宝である森林や河川、耕作地や雪に覆われた山々を維持していく。神が我々に命じた通りに、地球を保全していく。それは我々の父祖が宣言した信念に沿ったものだ。

永続的な安全と平和のため、絶え間なく戦争をする必要はないと信じる。戦火によって鍛えられた勇敢な米軍の兵士は、勇気と技能において誰よりも優れている。戦火により失った人々の記憶は米国民の脳裏に焼き付いており、自由のために払った代償を痛いほど理解している。彼らの犠牲を認識するからこそ、米国に危害を加えようとする者への警戒を永遠に緩めない。だが、我々は単に戦争に勝った人の子孫であるだけでなく、平和を勝ち取った人や敵を確かな友人へと変えた人の子孫でもある。その教訓を今に生かさねばならない。

■世界の同盟の錨として

我々は強固な軍事力と法の原則の下に米国民を守り、米国の価値観を守っていく。他の国々との紛争を平和的に解決するよう試みる勇気を示そう。それは我々が直面する危険についての考えが甘いからでなく、（武力衝突は）疑念や恐怖が永続しかねないからだ。今後も米国は世界中のあらゆる地域の強力な同盟の「錨（いかり）」であり続ける。

そして、今後も我々は海外の危機に対処する能力を強化する諸制度を刷新していく。世界で最も強力な国である米国ほど、平和な世界に関心を寄せる国はないからだ。アジアからアフリカ、中南米から中東にいたるまで、すべての民主主義を支援する。米国は自由を待ち焦がれる人々の代表として行動せずにはいられないからだ。

我々は、貧しい人や病める人、社会から取り残されたり偏見の犠牲となったりしている人にとって、希望の根源であるべきだ。それは単なる慈善の心でなく、この時代の平和のためには寛容と機会、人間の尊厳と正義という我々共通の信念が示す原則を、絶えず進化させる必要があるからだ。

我々の旅は、投票権の行使に何時間も待つ人がいなくなるまで終わらない。まだ米国はチャンスがある国だと信じる、勤勉で希望に満ちた移民たちを受け入れる良い方策を見つけるまで終わらない。優秀な若い学生や技術者が米国から追い出されず労働力としてとどまれるようになるまで終わらない。すべての子どもたちが、デトロイトの路地からアパラチアの丘陵、（銃乱射事件で小学校の児童らが犠牲となった）ニュータウンの閑静な小道まで、行き届いた愛情を受けて、暴力から安全だといつも感じられるようになるまで終わらない。

生命や自由、幸福の追求――。こうした言葉や権利、価値観が、すべての米国人にとって現実のものとなるべきだ。これは我々の世代の仕事である。（独立宣言など）我々の礎となる建国の文書に忠実であるためには、人生のすべてが一致しなければならないわけではない。皆が全く同じように自由を定義し、全く同じ幸福を追求しているわけでもない。前に進めるためには、政府の役割に関する何世紀にも及ぶ長い議論を終わらせる必要はない。我々の時代に合った行動をすればよい。

Each time we gather to inaugurate a president, we bear witness to the enduring strength of our Constitution. We affirm the promise of our democracy. We recall that what binds this nation together is not the colors of our skin or the tenets of our faith or the origins of our names. What makes us exceptional – what makes us American – is our allegiance to an idea, articulated in a declaration made more than two centuries ago:

"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are Life, Liberty, and the pursuit of Happiness."

Today we continue a never-ending journey, to bridge the meaning of those words with the realities of our time. For history tells us that while these truths may be self-evident, they have never been self-executing; that while freedom is a gift from God, it must be secured by His people here on Earth. The patriots of 1776 did not fight to replace the tyranny of a king with the privileges of a few or the rule of a mob. They gave to us a Republic, a government of, and by, and for the people, entrusting each generation to keep safe our founding creed.

For more than two hundred years, we have.

Through blood drawn by lash and blood drawn by sword, we learned that no union founded on the principles of liberty and equality could survive half-slave and half-free. We made ourselves anew, and vowed to move forward together.

Together, we determined that a modern economy requires railroads and highways to speed travel and commerce; schools and colleges to train our workers.

Together, we discovered that a free market only thrives when there are rules to ensure competition and fair play.

Together, we resolved that a great nation must care for the vulnerable, and protect its people from life's worst hazards and misfortune.

Through it all, we have never relinquished our skepticism of central authority, nor have we succumbed to the fiction that all society's ills can be cured through government alone. Our celebration of initiative and enterprise; our insistence on hard work and personal responsibility, are constants in our character.

But we have always understood that when times change, so must we; that fidelity to our founding principles requires new responses to new challenges; that preserving our individual freedoms ultimately requires collective action. For the American people can no more meet the demands of today's world by acting alone than American soldiers could have met the forces of fascism or communism with muskets and militias. No single person can train all the math and science teachers we'll need to equip our children for the future, or build the roads and networks and research labs that will bring new jobs and businesses to our shores. Now, more than ever, we must do these things together, as one nation, and one people.

This generation of Americans has been tested by crises that steeled our resolve and proved our resilience. A decade of war is now ending. An economic recovery has begun. America's possibilities are limitless, for we possess all the qualities that this world without boundaries demands: youth and drive; diversity and openness; an endless capacity for risk and a gift for reinvention. My fellow Americans, we are made for this moment, and we will seize it – so long as we seize it together.

For we, the people, understand that our country cannot succeed when a shrinking few do very well and a growing many barely make it. We believe that America's prosperity must rest upon the broad shoulders of a rising middle class. We know that America thrives when every person can find independence and pride in their work; when the wages of honest labor liberate families from the brink of hardship. We are true to our creed when a little girl born into the bleakest poverty knows that she has the same chance to succeed as anybody else, because she is an American, she is free, and she is equal, not just in the eyes of God but also in our own.

We understand that outworn programs are inadequate to the needs of our time. We must harness new ideas and technology to remake our government, revamp our tax code, reform our schools, and empower our citizens with the skills they need to work harder, learn more, and reach higher. But while the means will change, our purpose endures: a nation that rewards the effort and determination of every single American. That is what this moment requires. That is what will give real meaning to our creed.

We, the people, still believe that every citizen deserves a basic measure of security and dignity. We must make the hard choices to reduce the cost of health care and the size of our deficit. But we reject the belief that America must choose between caring for the generation that built this country and investing in the generation that will build its future. For we remember the lessons of our past, when twilight years were spent in poverty, and parents of a child with a disability had nowhere to turn. We do not believe that in this country, freedom is reserved for the lucky, or happiness for the few. We recognize that no matter how responsibly we live our lives, any one of us, at any time, may face a job loss, or a sudden illness, or a home swept away in a terrible storm. The commitments we make to each other – through Medicare, and Medicaid, and Social Security – these things do not sap our initiative; they strengthen us. They do not make us a nation of takers; they free us to take the risks that make this country great.

We, the people, still believe that our obligations as Americans are not just to ourselves, but to all posterity. We will respond to the threat of climate change, knowing that the failure to do so would betray our children and future generations. Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms. The path towards sustainable energy sources will be long and sometimes difficult. But America cannot resist this transition; we must lead it. We cannot cede to other nations the technology that will power new jobs and new industries – we must claim its promise. That is how we will maintain our economic vitality and our national treasure – our forests and waterways; our croplands and snowcapped peaks. That is how we will preserve our planet, commanded to our care by God. That's what will lend meaning to the creed our fathers once declared.

We, the people, still believe that enduring security and lasting peace do not require perpetual war. Our brave men and women in uniform, tempered by the flames of battle, are unmatched in skill and courage. Our citizens, seared by the memory of those we have lost, know too well the price that is paid for liberty. The knowledge of their sacrifice will keep us forever vigilant against those who would do us harm. But we are also heirs to those who won the peace and not just the war, who turned sworn enemies into the surest of friends, and we must carry those lessons into this time as well.

We will defend our people and uphold our values through strength of arms and rule of law. We will show the courage to try and resolve our differences with other nations peacefully – not because we are naïve about the dangers we face, but because engagement can more durably lift suspicion and fear. America will remain the anchor of strong alliances in every corner of the globe; and we will renew those institutions that extend our capacity to manage crisis abroad, for no one has a greater stake in a peaceful world than its most powerful nation. We will support democracy from Asia to Africa; from the Americas to the Middle East, because our interests and our conscience compel us to act on behalf of those who long for freedom. And we must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice – not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity; human dignity and justice.

We, the people, declare today that the most evident of truths – that all of us are created equal – is the star that guides us still; just as it guided our forebears through Seneca Falls, and Selma, and Stonewall; just as it guided all those men and women, sung and unsung, who left footprints along this great Mall, to hear a preacher say that we cannot walk alone; to hear a King proclaim that our individual freedom is inextricably bound to the freedom of every soul on Earth.

It is now our generation's task to carry on what those pioneers began. For our journey is not complete until our wives, our mothers, and daughters can earn a living equal to their efforts. Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law – for if we are truly created equal, then surely the love we commit to one another must be equal as well. Our journey is not complete until no citizen is forced to wait for hours to exercise the right to vote. Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity; until bright young students and engineers are enlisted in our workforce rather than expelled from our country. Our journey is not complete until all our children, from the streets of Detroit to the hills of Appalachia to the quiet lanes of Newtown, know that they are cared for, and cherished, and always safe from harm.

That is our generation's task – to make these words, these rights, these values – of Life, and Liberty, and the Pursuit of Happiness – real for every American. Being true to our founding documents does not require us to agree on every contour of life; it does not mean we will all define liberty in exactly the same way, or follow the same precise path to happiness. Progress does not compel us to settle centuries-long debates about the role of government for all time – but it does require us to act in our time.

For now decisions are upon us, and we cannot afford delay. We cannot mistake absolutism for principle, or substitute spectacle for politics, or treat name-calling as reasoned debate. We must act, knowing that our work will be imperfect. We must act, knowing that today's victories will be only partial, and that it will be up to those who stand here in four years, and forty years, and four hundred years hence to advance the timeless spirit once conferred to us in a spare Philadelphia hall.

My fellow Americans, the oath I have sworn before you today, like the one recited by others who serve in this Capitol, was an oath to God and country, not party or faction – and we must faithfully execute that pledge during the duration of our service. But the words I spoke today are not so different from the oath that is taken each time a soldier signs up for duty, or an immigrant realizes her dream. My oath is not so different from the pledge we all make to the flag that waves above and that fills our hearts with pride.

They are the words of citizens, and they represent our greatest hope.

You and I, as citizens, have the power to set this country's course.

You and I, as citizens, have the obligation to shape the debates of our time – not only with the votes we cast, but with the voices we lift in defense of our most ancient values and enduring ideals.

Let each of us now embrace, with solemn duty and awesome joy, what is our lasting birthright. With common effort and common purpose, with passion and dedication, let us answer the call of history, and carry into an uncertain future that precious light of freedom.

英語学習と自己投資について考える

先日、橋下徹大阪市長の九州での演説を聞いていたら、日本人は中学校から大学まで１０年間英語を勉強しても、話せるのは”Ｇｏｏｄ　Ｍｏｒｎｉｎｇ”だけなどと冗談を言って聴衆を笑わせていました。さすがに”Ｇｏｏｄ　Ｍｏｒｎｉｎｇ”しか話せないということはないでしょうが、現在の英語教育は、１０年間英語を勉強しても、自分の言いたいことがほとんど話せないというのが現実ではないかと思います。

英語を話せなくてもいい環境にいるということが一つと、人間は必要に迫らせないと言語を本気で勉強するのは難しいということがあるのかもしれません。

一番効果的なのは、自分を英語しか通じない場所に置くことですが、経済的、時間的な問題があってなかなかできない方が多いのではないでしょうか。幸運なことに、今はパソコンで世界中の人といつでもどこでも話せる環境にあります。それを利用しない手はないでしょう。

数字でみる英語

私が住んでいるカナダ・モントリオールは、英仏バイリンガルの都市である。ただ都市部を離れると、フランス語色がより一層強くなる。世界的に知られるカナダの歌姫、セリーヌ・ディオンはモントリオール近郊のフランス語地域に生まれた。意外と思われるかも知れないが、彼女の母語はフランス語で、生まれながらの英仏バイリンガルではない。英語は21歳になってから本格的に勉強し、わずか1年足らずでマスターし、22歳で英語のデビューアルバムを出した。英語で歌うことで、どんどん知名度を上げて行き、結果的には非英語圏の日本でもブームを築いた。英語が影響力の武器になっているとはまさにこのようなことである。

英語を母語にしている人は、4億人程度、英語を外国語として理解できる人の数は概算で14億人強いると言われる。そうなると、英語でコミュニケーション可能な人が累計で18億人強いるわけだ。つまり、我々の住む世界の４人に１人が英語を使える計算になる。事実、この記事を読んでいるあなた本人か、あなたの友達に、英語と関わりを持っている人がいるはずだ。情報発信がFacebookやツイッター、YouTubeを介してできる時代になった今、英語で情報発信すれば、通用度の高い言語なだけに、世界に自分のコンテンツを速く広く伝えられる。どんなに中身の素晴らしいコンテンツであっても、日本語での発信であれば、日本語が影響の及ぶ範囲内だけの拡散力しか今のところ望めない。広く情報を発信したいのであれば、やはり英語が必要となってくる。

英語学習と付加価値

情報伝達のスピードが速い世の中で、その伝達スピードと拡散を助ける英語と、今後どう向き合っていくべきなのか。

昔はネイティブスピーカーから英語を学ぼうと思えば、英会話学校を真っ先に探したものだが、今は状況が変わってきている。インターネットなどの発達により、オンラインでネイティブスピーカーとつながれば、一歩も外に出ることも無く、自宅での英会話学習が可能となったのだ。

こうして思いついた願いがすぐに叶ってしまう世の中になると、手間が省けるだけでは物足りなくなり、どうしても、【手間が省けることで生まれる相乗効果】も考えるようになってくる。特に、バブル期と違って、景気低迷にあえぐ日本では、時間の節約に加えて、無駄なお金は使えないという節約のマインドが消費行動に反映される。最安で最短で最大限の効果を合言葉に、費用対効果の追求が激しさを増している。

事実、昔ならば、欲しい商品があればお店で購入していたが、最近は、お目当ての商品をまずお店で下見してから、ネットで同じものを探して購入する人が増えているというのだ。そこには消費者心理のお得感をくすぐる様々な仕掛けがある。ネット購入ならば、時間を選ばずに買い物ができる。荷物を店舗から運ばなくてもいい。ポイントが貯まる。買いにくい商品もこっそり買えるなどその人その人にお得な理由付けがある。欲しいものをお得に手に入れるのは当たり前で、そこに更にプラスのおまけもなければ満足しにくいマインドになっているのだ。

英語学習も同様の付加価値が求められている。オンラインであれば、自分の時間割を組んで勉強できる。学習履歴が自動バックアップされるので、時間が十分に取れなくてレッスンを途中で中断しても、次回は中断した箇所から続けられる、といった時間の節約が可能である。その上、お気に入りの先生を選べるところも増えている。難しい箇所は分かるまでなんども繰り返すこともできる。さらに、オンライン辞書にアクセスでき、その場で分からないことも、他人の目を気にせず納得するまで調べられる。もちろん、移動時間も無ければ、教室までの電車賃もかからず、どしゃぶりだろうが、大雪だろうが、天候に左右されることなく、学習環境が保たれ、継続できる。従来の英会話教室では得られない自由な選択肢が揃っている。しかも授業料もお手頃で授業のクオリティーも高い。断る理由が見つけにくいほど、オンライン学習は進化を続けているのが現状だ。
順序と環境

どんなに早く手軽に情報が得られようとも、その情報を下地にアクションを起こさなければ、せっかくのいい情報も生きてこない。オンライン英語学習をコストパフォーマンス的にも優れていると選択しても、それをどう使っていくかの作戦がへなちょこでは得られる効果も期待薄だ。戦える武器を持っても、正しい戦い方を知らねば、負けてしまう。できるならば短期決戦に持ち込み、さっさと終わらせてしまいたい。

最初に例として挙げたセリーヌ・ディオンは、世界デビューに打って出ていくのに英語を武器に選んだ。21歳の時に翌年の22歳の時には英語のアルバムを出すという明確な見取り図を描いて、一年という短期決戦で目標を遂げた。

大工は無駄に釘を打たない。という言葉がある。

大工は家を建てる時に、まずは設計図を描く。出来上がる家の全体像を先に明確にイメージしてから、そこから土台を作り、コツコツと順序よく、積み上げ式に家を形にしていく。積み上げの順番を組む時は完成形から逆算してはじめれば無駄な釘打ちは無い。とにかく完成形を初めに決めて、正しい努力をする。この順番が大事なのだ。

どこに自分の果たしたい夢が届くべきなのか、その夢の到着地を先に決めてから動き出すのだ。そうしないと今の努力は無駄な釘打ちになってしまうのだ。だから、まずは、英語を話すことでかなえられる自分の夢の到着地を決めることが大事なのだ。

夢の到着地を決めてから、2013年3月31日までの90日で勝負する。
正しい努力を順序良く行うには締め切りから逆算する手が一番効果的だ。もちろん、その前にどんな自分になりたいかセルフイメージしなければならない。通常、語学を習得するには、毎日コツコツ取り組んで1年くらいは計画しておきたいものだが、今回はわかりやすく、日本人にとって仕切りなおしが始まる「スタートの春」４月１日をゴールと位置づけてみよう。この「スタートの春」をどうスタートさせたいのかしっかり思い描くのだ。1月から3月末までは1月は31日、2月は28日、3月は31日と計算すると、きっちり90日ある。この90日で結果を出すと心に決めたとしよう。
費用対効果をベースに、英語学習を時間とお金の両面から見た投資として考える。目標設定はことごとく数学的に行ってみる。つまり宣言の全てに必ず数を入れる約束にする。数字は自分を客観視するのに役立つからだ。

例えば、英語学習を2013年1月1日から、月額15000円の投資を3ヶ月、3月31日まで続けるとする。総額45000円を90日で割ると、日割りで、英会話学習への投資額は500円。一日、ワンコインで英語が学び放題だということになる。見逃してはならないのは、スクールへの交通費と移動時間が節約できる。英語ができる人と出来ない人が年収レベルで200万違うというデータを参考にすると、1ヶ月あたり、200万円÷12ヶ月＝約月額16万6千円の収入差が生まれる。この月額16万6千円の1割弱の投資、1万5千円はエビでタイを釣る投資方法だと言える。

「スタートの春」の4月には昇給試験を受けても良し、転職しても良し、海外と繋がれる輸出入販売に乗り出してもいいかも知れない。自分を客観的に管理する為に、何事にも語る言葉に数字を差し込みながらブレずに方向付けした通りに正しい努力を続ければ、あなたもセリーヌ・ディオンのように、英語を媒体として世界に打って出る人間になれるのかもしれない。
